Why are bullets on the pillars of the Capitol Building in D.C?

Today was our first day of school and my History teacher gave us an extra credit question. Why are bullets imprinted or on the pillars. Sorry he didn't say whether they were real or carved, painted etc. Just answer as best as you can please, why are there bullets on the pillars of the Capitol building.
