Why do people say that democrat voters are always looking for handouts?

Because they are. A bit of logical thinking concludes that socialism doesn't work. The only reason to support it is the desire to not work. If nobody is looking for handouts then why did Cicero of Rome and Benjamin Franklin warn about it?
